摘要

随着我国城市化进程加快,城市垃圾的产量与日俱增.在"双碳"战略背景下,2023年2月,上海市发布了《"无废城市"建设工作方案的通知》.分析了我国全面推动"无废城市"建设现阶段所面临的挑战,结合国内外相关研究提出了治理模式转型的建议:一是针对缺乏系统性顶层设计的问题引入全生命周期的理念完善综合治理体系;二是治理模式与技术手段的软硬件升级要充分利用物联网和大数据;三是基于以往解决城市垃圾管理问题只倚重终端垃圾处理技术的思路,强调了社区协同与公众参与的重要性.结合国内外研究,梳理出"无废城市"垃圾管理以智慧社区为城市管理基本单元载体的网络合作模式,并基于"全生命周期"理念构建智慧管控系统的网络关系.最后总结上海市以智慧社区为城市管理的基本单元建设"无废城市"的经验.

Abstract

With the acceleration of the urbanization process,the amount of urban waste produced increases day by day.Shanghai has taken the lead in implementing a strict policy of waste classification and has achieved initial results.In the context of the"dual carbon"strategy,Shanghai issued a notice on the construction program of"zero waste city".The article analyzes the challenges in promoting the construction at this stage and puts forward suggestions for the transformation of the governance model in the light of relevant studies at home and abroad:firstly,introducing LCA to improve the comprehensive governance system in view of the lack of a systematic top-level design.Secondly,the upgrading of the governance mode and technical means should make full use of the IoT and big data,and thirdly,emphasize the importance of community collaboration and residents'participation.Based on domestic and international studies,this study has sorted out the network cooperation model of zero waste city management with smart community as the basic unit of urban management and constructed the network relationship based on the concept of LCA.Finally,summarize Shanghai's experiences in building zero waste city with smart communities as the basic unit of urban management.
