摘要
自中共"十八大"以来,我国国土空间治理发生了深刻的变化,以生态文明为基点,以美丽国土为目标的"空间治理体系"概念逐步被提出.但目前仍存在一些亟待解决的问题:第一,发展规划与国土空间规划的协同机制尚需完善.第二,基于产权的国土空间用途管制制度尚不完善.第三,国土空间治理权力配置尚不完善.第四,治理机制的协同性不足,基于自然的治理机制薄弱.在深入分析国土空间治理相关理论、中国国土空间治理发展历程及现状问题的基础上,从生态文明的视角,提出以构建美丽国土、推进空间治理体系和治理能力现代化为目标,建立统一、协同的空间规划体系、基于产权的自然资源监管体系、基于开发权的全域空间用途管制体系、完善国土空间治理权力配置体系以及四"部门"治理机制为核心内容的现代化国土空间治理体系.
Abstract
Since the 18th CPC National Congress,China's territorial spatial governance has undergone profound changes.The concept of"spatial governance system",based on ecological civilization and aimed at beautiful territory,has been gradually proposed.However,there are still some deep-seated problems and contradictions that need to be solved urgently.First,it is difficult to effectively coordinate the territorial spatial governance goal with the"five in one"development goal;Second,the spatial planning system is imperfect;Third,the natural resource property rights regulatory system is imperfect;Fourth,the spatial use regulation system is imperfect;Fifth,the spatial governance power allocation system is imperfect;Sixth,the coordination of the governance mechanism is insufficient,and the natural governance mechanism has not been established.On the basis of in-depth analysis of relevant theories of territorial spatial governance,the development process and current problems of China's territorial spatial governance,this paper proposes that the goal is to build a beautiful territory and promote the modernization of spatial governance system and governance capacity.A unified spatial planning system,a property-based natural resource supervision system,a whole-range spatial use regulation system based on development rights,a perfect power allocation system for territorial space governance,and a territorial space governance system with four"departmental"governance mechanisms as the core contents shall be established for ecological civilization.
