实现住房保障与民生福祉协同增进的框架与思路——兼论"两多一并"住房新制度的优化路径

摘要
住房与生育、教育、健康、养老等领域的基础民生福祉紧密相关,不仅是生存的前提,也是发展的保障.当前我国还存在较大程度的住房资源占有不均衡,并且进一步导致了基础民生福祉供给的不均衡.这两者的不均衡是实现中国式现代化进程中务须尽快克服的短板.从中共"二十大"报告关于住房制度与民生福祉相关论述出发,指出"住房资产与福祉过度绑定"、"社会力量与利益相关者协同缺位"两大问题;基于多主体供给、多渠道保障、租购并举住房新制度,从协同治理理论视角出发,面向福祉领域、社区空间、社会力量、多相关者四种机制,为住房保障与基础民生福祉配套协同增进提供理论框架与实现路径,并提出民生福祉均衡分享、积极吸纳社会资本参与、公共服务空间嵌入等建议.
Abstract
The fundamental public welfare in areas such as housing,childcare,education,health,and elderly care is closely interconnected.These elements are not only prerequisites for survival but also foundation for development.Currently,China faces significant imbalances in the distribution of housing access,which further exacerbate inequalities in the provision of basic welfare services.Addressing these imbalances is a critical challenge that must be overcome to achieve Chinese path to modernization.Drawing from the discussions on housing systems and public welfare in the 20th National Congress of the Communist Party of China's report,this analysis identifies two primary issues:"the excessive linkage of housing assets to welfare"and"the lack of collaboration and participation of social suppliers and stakeholders."Based on the new"housing system that ensures supply through multiple sources,provides housing support through multiple channels,and encourages both housing purchase and renting"(Two-M One-B),this paper proposes a theoretical framework based on the collaborative governance theory.Then,implementation paths are proposed for enhancing the coordination of housing provision and welfare.Key mechanisms include inclusive welfare domains,wider community spaces,diverse social forces and stakeholders.The paper also suggests strategies for balanced sharing of welfare,active inclusion of social capital,and the integration of spaces for public service.
