帮扶型反向飞地的经济发展模式解析和优化对策

摘要
通过突破行政边界"跳跃式"空间发展,飞地经济推动了资源优化配置,实现了区域效益帕累托改进.在共同富裕背景下,强行政导向的帮扶型反向飞地能够发挥比较优势,带动欠发达地区发展,但目前缺少对这一类型飞地的深度分析.研究了帮扶型反向飞地设立的内在逻辑和浙江省"产业飞地"的创新突破,剖析了其在要素配置、存量盘活、扩大税源等方面的双赢效应,也指出了面临的发展困境:过度追求新兴产业造成产业同质化、权责和利益冲突影响建设进程、话语权缺失阻碍增长极效应反哺.最后,从加强区域整体谋划和统筹协调、优化权责划分和收益分配机制、推动本地产业平台有效承接增长极效应等方面提出未来发展的优化对策.
Abstract
By breaking through administrative boundaries to achieve"leap"spatial development,the enclave economy promotes the optimal allocation of resources and achieves Pareto improvement in regional efficiency.In the context of common prosperity,strong administratively oriented poverty alleviation reverse enclaves can give full play to their comparative advantages and drive the development of underdeveloped regions,but there is a lack of in-depth analysis of this type of enclave economy.This paper examines the internal logic of the establishment of poverty alleviation reverse enclaves and the innovative breakthroughs of Zhejiang Province's"industrial enclaves",analyzes its win-win effect in terms of factor allocation,inventory revitalization,and expanding the tax source.The paper also points out the development dilemmas faced by it:including the excessive pursuit of new industries resulting in industrial homogenization,the conflict of responsibility and interests affecting the construction process,and the lack of discourse hindering the growth pole effect to feed back.Finally,optimized strategies for future development are proposed in terms of strengthening overall regional planning and coordination,optimizing the division of powers and responsibilities and the revenue distribution mechanism,and promoting local industrial platforms to effectively undertake the growth pole effect.
