平灾结合视角下灾后重建乡村公共空间韧性重构路径及规划响应——以北京佛子庄村为例

摘要
"23·7"极端强降雨对北京西南部山区造成了严重的灾害.乡村地区由于基础设施薄弱,损失较大.重构具有韧性特征的乡村公共空间,是科学推进受损乡村恢复重建和有效应对未来自然灾害的重要手段.但既有研究尚未系统提出极端天气频发背景下乡村公共空间韧性重构的框架和路径.因此,本研究首先通过文献回顾和理论分析揭示了平灾结合视角下乡村公共空间的韧性特征内涵;其次,通过构建"双明确—双评估—双响应"乡村公共空间韧性重构的技术框架,明确参与主体和空间类型,并基于平时空间品质评估和灾时空间韧性评估,提出了宏观、中观、微观空间规划路径和应急管理响应机制;最后,以"23·7"特大暴雨洪涝灾害北京市灾后重建示范点房山区佛子庄村为例进行应用实践,以期为灾后乡村公共空间的规划重构和恢复重建提供一定的科学支撑和实践借鉴.
Abstract
"23·7"extremely heavy rainfall caused serious disasters to the mountainous areas in southwest Beijing.Rural areas suffer greater losses due to weak infrastructure.Reconstructing rural public spaces with resilient characteristics is an important means to scientifically promote the restoration and reconstruction of damaged villages and effectively respond to future natural disasters.However,existing research has not yet systematically proposed a framework and path for the reconstruction of the resilience of rural public spaces in the context of frequent extreme weather.Therefore,this study first reveals the connotation of the resilience characteristics of rural public spaces from the combination of normal conditions and calamity through literature review and theoretical analysis;Secondly,by constructing a technical framework for improving the resilience of rural public spaces with"double clarity-double assessment-double response",the participating subjects and space types are clarified,and based on the normal spatial quality assessment and disaster spatial resilience assessment,macro,meso,and micro spatial planning paths and emergency management response mechanisms are proposed;Finally,this paper takes Fozizhuang Village,a post-disaster reconstruction demonstration site in Fangshan District,Beijing,as an example of the"23·7"heavy rainstorm and flood disaster,for application practice,in order to provide certain scientific support and practical reference for the planning,reconstruction and restoration of rural public spaces after the disaster.
