人民城市理念下的城市更新实施机制创新——以京张铁路遗址公园为例

摘要
当下我国大城市建设逐步从增量时代迈向存量时代,以减量提质为核心的城市更新成为当前城市建设的主旋律.城市更新,面临着现状环境复杂、利益主体众多以及既有政策机制适配等问题,人民城市理念为新时代城市更新指明了方向.通过对人民城市理念的分析,提出面向人民城市的城市更新应具有价值判断的人民性、实践过程的开放性、空间营造的内涵性、规划实施的科学性四个特征.进一步结合京张铁路遗址公园的建设经验,构建城市更新实施机制,即在价值判断方面将以人民为中心贯穿城市更新全过程、在主体角色方面充分发挥政府统筹协调作用以实施推进项目落地、在工作方法方面搭建沟通协调平台深入开展人民共商、在实施路径方面妥善处理三组关系实现人民共享.文章将人民城市理念同城市更新实践相结合,为推进城市更新实施机制创新提供借鉴.
Abstract
The construction of large cities in our country is gradually moving from the incremental era to the stock era,and urban regeneration with reducing quantity and improving quality has become the main melody of current urban construction.Urban regeneration is aiming at improving the quality and efficiency of built-up areas,which is faced with such problems as complicated environment,numerous stakeholders and difficult support of existing policy mechanisms.The theory of People's city points out the direction for urban regeneration in the new era.Through the analysis of the connotation of the People's City theory,it is proposed that urban regeneration basing on the theory of people's City should have four characters:the humanism of value judgment,the openness of practice process,the intensionality of space construction,and the scientificity of urban planning implementation.Combining with the experience of Jing Zhang Railway Heritage Park,the implementation mechanism for urban regeneration is constructed.In terms of value judgment,the people-centered concept will run through the whole process of urban regeneration;in terms of the participant role,the government should expand its coordinating effect to promote the implementation of projects;in terms of working method,a communication and coordination platform will be set up to carry out in-depth consultation among the parties;and in terms of implementation path,three groups of relationship will be properly dealt with to achieve sharing among the people.This paper combines the People's City Theory with the practice of urban regeneration to provide reference for promoting the innovation of the implementation mechanism of urban regeneration.
