社会秩序视角下的苏州古城保护更新实践路径

摘要
古城保护更新涉及城市社会、物质空间环境等诸多方面,是一项复杂的社会系统工程,也是一个需要借助政府、市场、社会等多方力量不断推进的连续过程.基于社会秩序理论,结合社会资本理论,建立社会秩序下古城保护更新的分析框架,系统解构苏州古城保护更新实践的三个阶段内,古城保护与更新、社会秩序建构中社会资本的运作逻辑.进而提出思考与建议,包括控制公权力介入、促进整体规范环境优化,重视多中心均衡发展、强化公私社区共治,注重差异化需求满足、优化信任培育机制,最终走向"建构秩序和自发秩序"互构互融的古城保护更新实践.
Abstract
The protection and regeneration of the old town involves many aspects such as urban society and material space environment.It is a complex social system project and a continuous process that needs to be continuously promoted by the government,market,society and other forces.Based on the theories of social order and social capital,this paper establishes an analytical framework for the protection and regeneration of old town within the context of social order.It investigates the three stages of the protection and regeneration of Suzhou Old Town,thus systematically deconstructing the operational mechanism of social capital in the old town protection and regeneration and the construction of social order.Furthermore,this paper puts forward some thoughts and suggestions to facilitate the future practice of the protection and regeneration of Suzhou Old Town,which features the integration of the made order and spontaneous order:(1)control the intervention of public power and promote the optimization of the overall normative environment;(2)attach importance to multi-center balanced development and strengthen the co-governance of multiple subjects;(3)meet the differentiated needs and optimize the trust cultivation mechanism.
