城市社区韧性对社区治理绩效的影响研究

摘要
风险社会常态化背景下,基层社区克服脆弱性以提升治理绩效对夯实应急管理体系有重要意义.除却制度性、结构性、技术性和物理性要素增进或削弱治理绩效之外,社区社会资本的介入与多重韧性指标之间也存在复杂异质连接.通过韧性治理、风险社会与绩效管理理论嵌套,按照"影响因素识别—指标体系构建—作用路径排序"的分析逻辑,考察13个混合型社区实践中韧性对城市社区治理绩效的作用机制.研究发现:制度韧性、组织韧性、技术韧性、物理韧性均对社区治理绩效有显著正向影响;社会资本在制度韧性、组织韧性及技术韧性对社区治理绩效的影响关系之间起到部分中介作用.城市社区迈向韧性治理,可基于社会资本桥接作用,组合城市社区治理场域内多维度韧性,搭建制度保障赋能、结构规范重构、基础设施优化、数智结合的治理框架,不断优化调整多元风险情景下社区治理范式及应对策略.
Abstract
Under the background of the normalization of risk society,it is of great significance for grassroots urban communities to overcome vulnerability and improve governance performance to consolidate the emergency management system.In addition to the institutional,structural,technical and physical factors that enhance or weaken governance performance,there is also a complex heterogeneous connection between the intervention of community social capital and multiple resilience indicators.Through the nesting of resilience governance,risk society and performance management theories,and according to the analysis logic of"influencing factor identification-index system construction-action path ranking",the mechanism of resilience on urban community governance performance in 13 mixed community practices was investigated.The study found that institutional resilience,organizational resilience,technical resilience and physical resilience all have a significant positive impact on community governance performance;social capital plays a partial intermediary role between the influence of institutional resilience,organizational resilience and technical resilience on community governance performance.Urban communities can move towards resilience governance based on the bridging role of social capital,combine multi-dimensional resilience in urban community governance field,build a governance framework of institutional guarantee enabling,structural norm reconstruction,infrastructure optimization,and digital-intelligence combination,and constantly optimize and adjust community governance paradigm and response strategies under multiple risk scenarios.
