双面底色与跨越西东:中国县域城镇化差异性的微观样本

摘要
在传统向现代转型的中国式现代化语境下,中国东西县域城镇化差异性的具体特征值得探讨.既有文献缺乏对东西部县域城镇化案例地的纵贯性、具象性及有现场感的深入比较研究.于是,首先从宏观历史结构中厘清古今城市管理体制中县域单元的基本样态,然后在东西部地区选取两个古今交映的具体微观样本(陕西礼泉与广东南海)作为实证对象,通过近十年长时段的实地调研与深入访谈,从自然人文、人口城镇化、土地城镇化及总体发展历程等方面比对分析,以小见大深度刻画东西部县域城镇化的差异性特征.最后以一个连接东西县域的典型家庭城镇化的艰辛跃迁实践为例,剖析中国东西部县域发展的双面底色与现实差距及跨越东西部鸿沟的可行路径.研究认为,从经济社会发展角度,欠发达的礼泉与发达的南海,见微知著地映射出西部日益萧条与东部持续兴盛的差异性,这共同构成中国县域真实鲜活的冰火双面底色,而微观家庭城镇化的主动空间转移或是实现跨越西东的务实路径.旨在从微观地方尺度探讨中国县域城镇化的内在特征、显性差异及隐性秩序,希望对中国县域城镇化理论与城乡治理现代化实践有所助益与启发.
Abstract
In the context of Chinese modernization,which represents a transition from tradition to modernity,it is essential to explore the specific characteristics of the differentiated urbanization of China's Eastern and Western counties.Existing literature lacks in-depth,longitudinal,concrete,and site-specific comparative studies focusing on these regional urbanization processes.In this paper,we first clarify the basic patterns of county units in the ancient and modern urban management system from the macroscopic historical structure.Two specific micro case studies,Liquan in Shaanxi Province and Nanhai in Guangdong Province,in representing the East and West regions,namely,serve as the empirical examples that reflect the ancient and modern times.Over nearly a decade of field research and in-depth interviews,this paper compares and analyzes the urbanization in terms of nature and humanities,population urbanization,land urbanization,and the overall historical development.By focusing on these specific examples,this study aims to reveal the different characteristics of the urbanization in the eastern and western counties.Finally,this article takes a typical family urbanization practice that connects East and West as an example and tries to vividly illustrate the two-sided background and reality of the development of East-West counties and the feasible paths to cross the East-West divide.The study argues that,from the perspective of economic and social development level,the underdeveloped Liquan and developed Nanhai subtly map the growing depression in the West and the continuous prosperity in the East,which together constitute the real and vivid ice and fire double-sided background of Chinese counties.The active spatial transfer of micro-family urbanization is a pragmatic path to realize the transcendence between the West and the East.This paper is dedicated to exploring the intrinsic characteristics,explicit differences,and implicit order of China's county-level urbanization from a micro-local scale,with the hope of contributing to and inspiring the theory of China's county urbanization and the practice of urban-rural governance modernization.
