流动的城乡与"留返"选择——基于甘肃省农业转移人口的调查分析

摘要
农业转移人口是城乡一体化发展中的主体,这部分人的"留返"意愿、职业选择和心理预期直接关系到新型城镇化和乡村振兴战略的推进.通过对甘肃省的调查发现,现阶段,农业转移人口在城乡选择决策中存在"留城"和"返乡"两难选择现象,且该现象与禀赋效应、心理账户、福利依赖以及自我扩张等主观心理之间有着密切联系.为帮助农业转移人口形成稳定的预期,应重视农业转移人口"留返"决策的心理因素,构建基于"留城"和"返乡"的"双通道"政策体系,形成政府引导、市场运作、自愿有序、城乡共荣的新型城镇化和乡村振兴并行发展路经.
Abstract
The rural migrant population is the main body in the integration of urban and rural development.The willingness,career choice and psychological expectation of this part of people are directly related to the promotion of new urbanization and rural revitalization strategy.Through the investigation of Dongxiang County in Gansu Province,it is found that there is a dilemma between"staying in the city"and"returning home"in the decision making of urban and rural choice of the agricultural migrant population in ethnic areas at the present stage,and this phenomenon is closely related to the endowment effect,psychological account,welfare dependence,self-expansion and other subjective psychology.In order to help the migrant agricultural population in ethnic minority areas choose to"stay and return",we should pay attention to the psychological factors of the decision of"stay and return"of the migrant agricultural population,build a"dual-channel"policy system based on"staying in the city"and"returning home",and form a new urbanization and rural revitalization road that is guided by the government,operated by the market,voluntary and orderly,and shared prosperity between urban and rural areas.
