信息单元传递视角下的市县级国土空间规划传导体系优化——以C市国土空间规划编制为例

摘要
当前,我国在各类国家级和省级规划与指南的基础上已经初步完成了国土空间规划传导体系的构建,成为支撑我国国土空间发展的重要机制之一.然而,面对各地"千差万别"的空间治理需求,"标准化"的规划传导体系并不能满足地方多样、复杂的空间治理需求.立足于信息传递模型和国土空间规划传导实质与所需具备的形式特征,以C市为研究对象,开展市县级国土空间规划传导体系的扩展、优化与升级研究.研究认为,当前C市国土空间规划成果在传导前端、传导链、传导末端以及传导反馈方面存在问题.通过①确立国土空间规划传导的原则;②构建国土空间规划基本传导单元;③明确国土空间规划要素传导的形式;④编制面向管理的传导审查表,保证规划传导反馈的落实.
Abstract
Currently,China has preliminarily completed the construction of the territorial spatial planning transmission system based on various national and provincial plans and guidelines,becoming one of the important mechanisms supporting China's territorial spatial development.However,in the face of the"varied and diverse"spatial governance needs of different regions,the"standardized"planning transmission system at the national and provincial levels cannot meet the diverse and complex spatial governance demands of localities.This paper,based on the information transmission model and the essence and required formal characteristics of territorial spatial planning transmission,takes City C as the research object to conduct research on the expansion,optimization,and upgrading of the municipal and county-level territorial spatial planning transmission system.The study finds that there are problems in the current spatial planning outcomes of City C in terms of transmission front-end,transmission chain,transmission end,and transmission feedback.This research establishes principles for territorial spatial planning transmission,constructs basic transmission units for territorial spatial planning,clarifies the forms of territorial spatial planning element transmission,and prepares management-oriented transmission review tables to ensure the implementation of planning transmission feedback.
