地方响应国家城市更新行动的区域差异——基于LDA模型的政策文本量化分析

摘要
随着国家对城市更新行动政策话语的不断建构和完善,城市更新逐渐由地方主导的系统性提升工程,转变为民生导向的多元价值目标实现过程.聚焦京津冀、长三角和珠三角三大城镇群,采用LDA模型对三大城镇群内45个城市于2010-2023年发布的302份城市更新政策文本进行量化分析,探讨地方响应国家城市更新行动的区域差异.研究发现:①在响应政策主题方面,京津冀长期关注历史文化保护,长三角逐渐强化社区建设,治理主题在珠三角具有较强延续性.②三大城镇群内存在响应程度差异显著的三类城市:I类城市通过优化更新目标和策略积极响应国家城市更新行动;Ⅱ类城市通过构建城市更新政策体系以促进城市从增量扩张向存量转型;Ⅲ类城市尚未响应国家城市更新行动.进一步分析表明,地方响应差异主要受经济发展水平、用地结构、制度环境以及政策迁移等因素影响.
Abstract
Urban regeneration is transitioning from systematic improvements of urban physical spaces to a process aimed at achieving comprehensive objectives under the national urban regeneration actions.Deploying the Latent Dirichlet Allocation(LDA)model,this study explores differences of local responses to national urban regeneration action by examining changing policy topics and quantity from 2010 to 2023 in three urban agglomerations,namely the Beijing-Tianjin-Hebei,the Yangtze River Delta,and the Pearl River Delta.Research findings are as follows.Firstly,ploicy aims shifted from property-led redevelopment to livable and ecological community development across all three clusters.Secondly,three types of cities exist in terms of degrees of their responsiveness.Finally,differences in local responses are primarily influenced by factors such as local economic development,structure of newly-added and stock land,local institutional environments,and policy transfer patterns.
