社区治理数字化转型:现实困境、内在逻辑及优化路径

摘要
伴随着数字治理技术无序扩张,社区治理数字化转型呈现出社区治理结构的"数字异化",转型过程的"数字碎片化"以及转型主体"数字区隔"等"数字生活异化"困境.究其根源在于社区治理数字化转型面临社区结构多元协同整合难,治理过程传递执行机制"内卷化",治理功能系统性不足,治理结果低效粗放等.为此,基层社区有必要从共享治理理念出发,涵养多元一体的公共精神,明晰多元主体数字权责边界,重塑共享共建共治的公共空间等,以营造社区数字协同治理的新格局.
Abstract
With the disorderly expansion of digital governing technology,many phenomena and dilemma such as"digital alienation","digital fragmentation","digital differentiation"has occurred on community governing structure,process and transformation subjects during the digital transformation of community governance.These phenomena are mainly caused by multiple community structures,arduous collaborative integration and"involution"on the delivery and execution mechanism in governing process.These phenomena also is the result of lack of governing function and system and inefficient and extensive governing result,for the reason of which,grassroots communities should necessarily follow a principle of sharing governing concept and cultivate a public spirit of pluralism and unity,clarify the boundaries between digital powers and responsibilities of multiple subjects and rebuild a public space with sharing,co-construction and co-governing concept to create a new pattern for collaboratively governing community with digital.
