摘要
为应对日趋复杂的公共治理问题,人工智能时代的技术变革显著推动了智慧城市合作治理范式的快速演进,全球智慧城市浪潮下的多元化合作治理范式与政策工具应运而生.通过归纳型多案例研究法,对全球20座中心级智慧城市治理足迹进行类型学分析的研究结果表明,智慧城市场景下的合作治理范式主要涵盖"用户导向"、"配合协作"和"价值共创"三个大类,分别表现出了合作程度由低到高、行动角色分级各异的实践模式.从全局来看,智慧城市浪潮下的合作治理范式在多元空间情境下展现了特征显著的共性追求,可以探索性地将中心级智慧城市的合作治理范式划分为"智慧共治1.0"、"智慧共治2.0"和"智慧共治3.0",并在三种范式下分别映证了"被动互联型"、"协同互动型"和"合作共创型"三种政策工具的情境适切性.
Abstract
To address increasingly complex public governance challenges,technological advancements in the era of artificial intelligence have significantly propelled the rapid evolution of collaborative governance paradigms in smart cities.Consequently,diverse collaborative governance paradigms and policy instruments have emerged amid the global smart city movement.Through an inductive multiple-case study approach,this research conducts a typological analysis of governance practices in 20 global central-level smart cities.The findings reveal that collaborative governance paradigms in smart city contexts primarily encompass three categories:"user-oriented","coordinated collaboration",and"value co-creation",each exhibiting practical models with varying degrees of cooperation and distinct role hierarchies.From a holistic perspective,collaborative governance paradigms under the smart city wave demonstrate significant common pursuits across diverse spatial contexts.This study proposes an exploratory classification of collaborative governance paradigms for central-level smart cities into"Smart Co-governance 1.0","Smart Co-governance 2.0",and"Smart Co-governance 3.0".Furthermore,it validates the contextual appropriateness of three policy instrument types-"passive interconnected","synergistic interactive",and"collaborative co-creative"-corresponding to these three paradigms.
