摘要
随着我国城市化进入下半场,社会公共事务激增和城市利益格局分化导致现代城市管理的广度和深度不断拓展,对探索降本增效的城市管理新路径提出了迫切要求.结合具有中国特色的社会信用体系理论与实践,提出建设中国城市管理信用体系,创新城市管理模式.城市管理信用体系的核心是在对政府、企业、居民等城市主体的信用信息管理的基础上,通过信用评价和奖惩机制引导和约束其在城市管理领域的行为,营造良好的城市经济社会运行环境.城市管理信用体系的总体框架包括法律制度体系、技术标准体系、基础设施体系、运行管理体系.结合目前我国城市管理信用体系建设的现状与问题,从完善法律制度保障、强化数据技术支撑、优化运行组织管理、丰富应用场景示范四个方面提出加快建设城市管理信用体系的实施路径.
Abstract
As China's urbanization enters its second half,the proliferation in social public affairs and the division of urban interest patterns have continuously expanded the breadth and depth of modern urban management,posing an urgent demand for exploring new paths of cost-effective urban management.In order to innovate of urban management models,we combine the theory and practice of the Chinese social credit system to propose the construction of a credit system for urban management in China.The core of the urban management credit system is to guide and constrain the behavior of urban entities such as governments,enterprises,and residents in the field of urban management based on the management of credit information and credit evaluation,thereby creating a favorable urban economic and social operation environment.The overall framework of the urban management credit system includes following four systems:legal system,technical standards,infrastructure,and operational management.In light of the current status and issues in China,we proposed an implementation path to accelerate the construction of the urban management credit system from four aspects:improving legal system,strengthening data technology,optimizing operational organization,and enriching application scenario.
