大城市边缘区乡村劳动力转移就业的分异特征研究——以济南市为例

摘要

在推进中国式现代化进程中,实现乡村劳动力高质量转移就业是实现共同富裕的重要前提.区域尺度下的乡村劳动力就业不平衡、不充分的问题突出,但微观尺度的转移就业分异研究较为薄弱.基于大城市边缘区乡村劳动力四元并置就业市场结构模型假设,从潜力状态、转移程度、乡村本底、时空约束等维度建构乡村劳动力转移就业分异测度指标体系.以济南市为实证案例,研究发现本地非农吸纳因子是转移就业分异的核心变量,潜力挖掘程度、三产吸纳程度、农业规模化是分异的重要表征或维度.大城市边缘区镇(街)单元的乡村劳动力转移就业状态分化形成了 4个大类、9个亚类的分异谱系,具有本地化非农、通勤式非农、异地化非农的圈层结构,"扇形化"的就业结构分异和"平原—山区"转移潜力分异等特征.最后,围绕潜力枯竭、三产主导、老龄就业等典型问题,提出推进乡村振兴与城乡融合战略、实现高质量充分就业的启示建议.

Abstract

In the process of promoting Chinese path to modernization,the realization of high-quality transfer of rural labor employment is an important prerequisite for achieving common prosperity.The problem of imbalanced and insufficient employment of rural labor force at the regional scale is prominent,but research on the differentiation of transfer employment at the micro scale is relatively weak.This study is based on the assumption of a four element juxtaposition employment market structure model for rural labor in the outskirts of large cities.It constructs a measurement index system for the differentiation of rural labor transfer employment from dimensions such as potential status,transfer degree,rural locality,and spatiotemporal constraints.Using Ji'nan City as a case study,the research found that local non-agricultural absorption factors are the core variables of employment differentiation caused by labor migration.The degree of potential exploration,tertiary industry absorption level,and agricultural scale are important indicators or dimensions of this differentiation.The employment status of rural labor force transfer in towns(streets)units on the outskirts of big cities has differentiated into four major categories and nine subcategories of differentiation spectrum,with a hierarchical structure of"localized non-agricultural","commuting non-agricultural",and"differentiated non-agricultural",as well as"fan-shaped"employment structure differentiation and"plain mountain area"potential differentiation.Finally,in response to typical issues such as potential depletion,the dominance of the tertiary industry,and elderly employment,the paper puts forward suggestions on promoting the strategy of rural revitalization and urban-rural integration to achieve high-quality and sufficient employment.
