摘要
目前大部分历史文化名城(镇、村)保护规划已到修编年限,需按照中央文件精神,结合新形势、新要求,不断拓展的保护理念和内涵,开展新的一轮保护规划修编.为此如何坚持价值导向,结合最新认识进一步评估保护对象,探索新时期的保护措施成为关键.以崖城①历史文化名镇保护规划修编为例,从全时段、全要素、多维度、多尺度出发,从史前到近现代,从城市与乡村、山地与平原、陆地与海洋不同空间的全域系统再挖掘,补充和延展历史文化价值的内容,建立基于历史文化价值再认知的遗产名录和保护措施优化,实现空间全覆盖、要素全囊括的保护要求,确保城乡历史文化遗产得到系统性保护.
Abstract
At present,the protection planning of most historical and cultural cities(towns and villages)has reached the revision period.It is necessary to carry out a new round of protection planning revision in accordance with the spirit of the central document,combined with the new situation,new requirements and expanding protection concepts and connotations.Therefore,how to adhere to the value orientation,further evaluate the protected object with the latest understanding,and explore the protection measures in the new period has become the key.In this paper,taking the revision of the protection plan for the famous historical and cultural town of Yacheng as an example,from the whole time,all factors,multi-dimensions and multi-scales,from prehistoric times to modern times,from the whole system of urban and rural areas,mountains and plains,land and sea,the contents of historical and cultural values are supplemented and extended,and the heritage list and protection measures are optimized based on the recognition of historical and cultural values,so as to realize the protection requirements of full coverage of space and all elements,and ensure the systematic protection of urban and rural historical and cultural heritage.
