摘要
国土空间规划监测评估预警是开展规划实施监督的重要手段.为判断国土空间是否处于警戒状态,并对危害发生的程度进行预测,以石家庄市为例探索国土空间规划预警体系的建立方法,从底线管控、结构效率、支撑体系三个层面建立预警指标体系,划定警区警限,构建预警模型,预测指标和预报警情.研究结果发现,石家庄市国土空间规划预警总体上将由中警转为轻警.在此基础上,依据预警结果提出相应对策措施,以期为其他地区国土空间规划预警提供借鉴.
Abstract
Monitoring,evaluation,and early warning of national spatial planning are important foundations and institutional support for improving the national spatial planning system.To determine whether the national territory is in a state of alert and predict the degree of harm,this article establishes an indicator system from three levels:bottom line control,structural efficiency,and support system.Taking Shijiazhuang City as an example,it explores the method of establishing a national territory spatial planning early warning system.The research results found that the land spatial planning warning in Shijiazhuang City is in a light alert state,and in terms of bottom line control,the situation of farmland retention and wetland protection is severe.In terms of spatial structure efficiency,the urban-rural spatial layout structure is not entirely reasonable,the land used for village construction is relatively extensive,the road network density in the central urban area is still low,and the proportion of urban industrial land is relatively low.Land and water consumption are relatively high per 10000 yuan of GDP.In terms of spatial support system,the construction of ecological environment and urban resilience needs to be strengthened.
