Research on Urban Strategic Planning with the Perspective of Urban Governance
Since 1990s,the concept of urban governance and urban planning have prevailed in western countries.They two interact with each other and develop simultaneously.At the end of the 20th century,the concepts of urban governance and urban strategic planning are borrowed by different disciplines.In the firSt decade of the 21th century,development of the two concepts followed different logics.In a background of promoting govemance system and the modernization of governance in China,urban planning needs to be reformed in four aspects to reflect the urban governance theory:to transform plan from a single-purpose document to a platform of urban governance;to transform planning from a government dominated process tomultiple stakeholder coordination;to transform planning from producing planning text to process-orientation;and to transform planning from focusing on grand narratives to small details.
