Governance Issues in Rural Planning:Conceptual Meanings,Literature Review,and Future Prospects
Governance issues have occupied a critical position in the rural planning research.The multifaceted nature of the term'governance'in use often obscure its meaning and create barriers to academic dialogue.This paper first distinguishes the different connotations of'governance'in the Chinese and the English contexts,and it then summarizes three major perspectives on governance issues in the Chinese rural planning literature,which view rural planning as a technical tool for managing rural built environment,as a social process of multi-agency collaboration,and as an inte-gral part of the territorial spatial governance system respectively.These perspectives represent three distinct interpretations of"governance"in the Chinese context,with shifts in research focus reflecting the orientation of national policies at specific peri-ods of time.The study highlights the necessity to distinguish the research boundaries of different governance issues and emphasizes the relationships between different as-pects of governance.This includes social relations that shape physical spaces,the re-lationship between bottom-up and top-down approaches,and the connection between holistic governance and effective governance within the territorial spatial governance system.The paper proposes strengthening the theorization of governance with Chi-nese characteristics and promoting in-depth rural planning research in areas such as social relations behind the rural built environment,planning practices with a social governance orientation,and local planning mechanisms under the overarching gover-nance of the state.
