China's Land Use Plan Management System:Evolution,Rationales,and Prospects
China's land use plan management system is a critical tool for territorial land use control and macroeconomic regulation.Its evolution has undergone three stages with intricate links to the transformation in government functions and socio-economic development.In the latest reforms,new mandates includes ensuring project conformity to plans,directing productive resources efficiently to projects,and link-ing annual new construction land quotas to the reduction of inefficiently used exist-ing land.Land use management approach has shifted from vertically allocating pri-mary land development rights to strengthening two-tier land management coordination and rationally allocating secondary land development rights.To address the chal-lenges in land use plan management,the paper proposes four suggestions:strengthen-ing the linkage between annual plans and long-term plans,establishing a comprehen-sive and adaptable system,promoting market-based land allocation,and enhancing implementation supervision and assessment.
