Exploring the Role of Small Towns in Southern Jiangsu in the New Era and Town-level Territorial Spatial Planning
At present,when establishing a territorial spatial planning system,small towns in Southern Jiangsu should serve as connectors between cities and supporters of villages,facilitating village modernization and development.In addition,small towns should be fully integrated into the open regional system and form their own endogenous development trajectories.Town-level territorial spatial plans should be used to guide small towns to leverage their regional,rural,and industrial assets while fostering technical innovations in planning.In terms of spatial strategies,the paper suggests reorganizing internal spaces to address the challenges posed by frag-mented regional infrastructure,and at the same time,actively integrating external spaces to tackle issues of changing external circumstances.Meanwhile,detailed regu-lations should be revised based on inter-village relationships to facilitate policy trans-mission.Furthermore,to facilitate the flow of urban and rural resources,enhance land-use efficiency,and protect indigenous culture,the paper proposes measures such as reserving land for residential land consolidation and industrial land adjustment.Lastly,the paper advocates for improving township and villages functions through the creation of urban-rural living circles and enhanced service provision to rural ar-eas and township industrial parks.
