北京、上海城市更新地区的详细规划模式和技术要点比较研究
Detailed Regulatory Planning Models and Technical Standards for Urban Renewal Areas:A Comparative Study of Beijing and Shanghai

摘要
根据城市更新和国土空间规划体系构建的要求,以北京、上海这两个国土空间规划体系完善、城市更新实践经验丰富的先发地区为研究对象,分析其城市更新地区的详细规划的不同模式,将北京概括为"强势融入"模式,将上海概括为"叠加互动"模式.根据两种模式的背后动因、适用情况,提出其他地区借鉴北京、上海模式的适用条件.基于北京、上海更新规划案例,梳理城市更新地区的详细规划技术要点,在北京、上海规划实践中选择4个代表性案例,结合规划3阶段内容建立比较分析矩阵,在每一个规划阶段归纳出最值得借鉴的案例做法,并分析其示范性和适用性,为其他城市推进城市更新地区的详细规划编制提供示范和借鉴.
Abstract
Following the requirements of urban renewal and territorial spatial plan-ning system,this paper compares urban renewal practices in Beijing and Shanghai,two pioneering city regions with well-established territorial spatial planning system and sophisticated urban renewal practices.It analyzes different regulatory planning ap-proaches for urban renewal areas.Beijing has adopted a"strong integration"ap-proach while Shanghai follows a"superposition interaction"approach.The paper highlights the conditions for applying the two approaches in order to facilitate cross-regional learning.Furthermore,based on four selected cases in Beijing and Shanghai,the paper summarizes technical standards in the regulatory planning practices with each case represented by three distinctive planning stages,summing up valuable les-sons and applicability.The paper provides a reference for other cities in regulatory planning making and urban renewal.
