Detailed Regulatory Planning Models and Technical Standards for Urban Renewal Areas:A Comparative Study of Beijing and Shanghai
Following the requirements of urban renewal and territorial spatial plan-ning system,this paper compares urban renewal practices in Beijing and Shanghai,two pioneering city regions with well-established territorial spatial planning system and sophisticated urban renewal practices.It analyzes different regulatory planning ap-proaches for urban renewal areas.Beijing has adopted a"strong integration"ap-proach while Shanghai follows a"superposition interaction"approach.The paper highlights the conditions for applying the two approaches in order to facilitate cross-regional learning.Furthermore,based on four selected cases in Beijing and Shanghai,the paper summarizes technical standards in the regulatory planning practices with each case represented by three distinctive planning stages,summing up valuable les-sons and applicability.The paper provides a reference for other cities in regulatory planning making and urban renewal.
