摘要
研判长三角区域一体化发展走向与前沿议题至关重要.基于NVivo 12针对长三角相关146项政策文件进行质性计量分析,在系统回顾长三角区域一体化发展时空演进历程基础上,识别区域一体化发展客观规律,为理解区域一体化发展提供新范式.同时,对推动长三角区域一体化发展重要议题作前瞻性研判,以期为后续政策保障、规划实践、战略锚定提供方向指引.研究发现,要素驱动、议题变迁与空间演化是一体化发展规律演绎主要内容:长三角区域一体化发展总体遵循"经济生产-新兴技术-体制机制-生态文化"要素驱动路径、"资源开发利用-效率提升-空间融通链接-新动能培育"议题变迁进程、"空间单元组合-空间链接建立-空间载体培育-空间治理"空间演化逻辑.后续需重点关注:依托新质生产力的高水平对外开放;突破地缘限制的一体化协同趋势;针对海洋资源的一体化协同利用与产业创新.
Abstract
Understanding the direction and forefronts of regional integration in the Yangtze River Delta is of significant importance for China's development.Based on NVivo 12,the paper conducts a qualitative analysis of 146 policy documents related to regional integration of the Yangtze River Delta.Building on a comprehensive and systematic review of spatial-temporal evolution of regional integration of the Yangtze River Delta,this paper identifies laws of regional integration,providing a new per-spective for understanding regional integrated development.Additionally,it advances forward-looking views on important issues concerning regional integration,offering guidance for subsequent policy making,planning,and strategic decision-making on the regional integration of the Yangtze River Delta.The research reveals that re-gional integration factors,changing issues,and spatial evolution form the core of re-gional integration laws.Overall regional integration in the Yangtze River Delta works through s chain of economic resource,technical resource,institutional mecha-nism,and ecological and cultural resource.Critical issues evolve from resource devel-opment and utilization,to efficiency improvement,to spatial integration and connec-tion,and finally to the development of new momentum.In the process,spatial evolu-tion follows the pathway of spatial unit combination,spatial link establishment,space provision and cultivation,and spatial governance.Finally,the paper proposes measures for deepening regional integration in the Yangtze River Delta,including ex-tensive opening-up to new productive forces from the outside,breaking geographical barriers,and collaboration and industrial innovation in the utilization of marine re-sources.
