Preserving Houses and Retaining Residents:Objectives,Key Influencing Factors,and Recommendations for Shanghai Lilong Protection
Lilongs are valuable as both cultural heritage and economic assets.Since 2003,Shanghai has gradually introduced the"strictest protection system,"with the goal of"both preserving houses and retaining residents."However,the reality is less optimistic.As large-scale old city redevelopment continued,lilong heritage is rapidly disappearing,running counter to the original intent of strict protection.By reviewing the development process and case studies of lilong protection efforts and introducing the concept of"opportunity cost,"this paper deconstructs the decision-making pro-cesses for"preserving houses"and"maintaining residents"from the perspectives of both the government and residents.It reveals the dilemma that everyday heritage,such as alleyways,faces in the contemporary socio-economic context.Based on the aforementioned analysis,the paper proposes countermeasures for lilong preservation.Firstly,from the perspective of"preserving houses,"it is essential to prioritize lilong protection within a strategic vision,re-evaluate the strategic value of Shanghai's li-long heritage,and implement city-wide comprehensive protection.Secondly,from the perspective of"retaining residents,"it is crucial to place people as the core,clarify policy framework,correct flawed heritage protection compensation schemes,and promote the autonomous renewal of lilong communities.This holistic approach will support the goal of"preserving houses and retaining residents"in terms of strat-egy,law,economy,and technology,establishing a sustainable framework for preserv-ing 7.3 million square meters of lilong housing.
