规划引领,产教融合:同济对口云龙县规划帮扶实践与探索

摘要
在全面建成小康社会、全面建设社会主义现代化国家的大背景下,同济大学自2013年起定点帮扶云南省云龙县,坚持"规划引领"工作总思路,助力云龙打赢脱贫攻坚战、迈向全面乡村振兴,走出了一条规划帮扶做实做深,产教融合双向育才的实践与探索之路.结合同济对口帮扶云龙全过程的实证,总结了城乡规划引领的帮扶实践的四个要点,即:精确把脉贫困根源以明确帮扶工作重点;精准实施抓手项目以形成聚焦薄弱的行动体系;精心培育内生动力以实现发展的可持续;精细接轨学科建设以建立长久紧密的互助模式.基于贯穿帮扶全程的产教融合实践,提出三点经验思考,即:高校参与地方帮扶工作的路径与模式;深入研究中国式现代化与乡村问题的挑战;做深校地帮扶实践、以产教融合协同育人.
Abstract
Tongji University has been providing assistance to the development of Yunlong County in Yunnan Province since 2013,focusing on"planning-led"strategy.The aim is to help Yunlong overcome poverty and move towards rural revitalization through spatial planning and the integration of industry and education.This paper outlines four key aspects of planning-led support to Yunlong by Tongji University:accurately identifying the root causes of poverty,implementing targeted projects,fos-tering sustainable endogenous development,and integrating academic discipline build-ing to establish a long-term model of mutual assistance.The paper presents three empirical insights derived from the integration of industry and education throughout the entire process of assistance:the approach and models for universities to engage in local assistance efforts,an in-depth exploration of challenges facing Chinese mod-ernization and rural development,and the interaction between educational institutions and local practical experience,emphasizing the role of industry-education integration in supporting academic development.
