摘要

我国城镇建设已经进入以存量更新为主、内涵式、高质量发展的新阶段,城市多系统运行对市政基础设施的依赖性与日俱增,亟待继承革新传统规划经验,形成适应当前发展需求的城市基础设施规划新思路.通过梳理自新中国成立以来不同时期城市市政基础设施规划所面临的时代需求、规划目标、编制特点等理论与实践进展,将其演进历程划分三阶段.围绕安全、公平、效率之间的价值观博弈,以供水系统为例,总结归纳城市市政基础设施规划内在编制逻辑的演进规律.基于此,判断出新时期城市市政基础设施规划面临的问题与挑战,并针对困境提出了聚焦安全、精明供给、绿色低碳的应对策略和措施,为未来市政基础设施规划的优化完善指明了方向.

Abstract

Urban development in China has entered a new stage characterized by ur-ban renewal and high-quality development.The increasing interdependence of urban infrastructure systems underscores the need to inherit and innovate traditional plan-ning practices and develop new approaches to infrastructure planning that meet cur-rent development needs.This study systematically categorizes the stages of urban mu-nicipal infrastructure planning since the founding of the People's Republic of China,analyzing the theoretical and practical progress in relation to contemporary require-ments,planning goals,and compilation characteristics.The evolution of the internal logic of planning revolves around striking the balance between safety,equity,and ef-ficiency,illustrated by an analysis of the water supply system.Based on this exami-nation,the paper identifies the challenges and issues confronting urban municipal in-frastructure planning in the new era.It proposes strategies and measures focusing on safety,smart supply,and green and low-carbon solutions to address the challenges,providing a roadmap for the optimization and improvement of municipal infrastruc-ture planning in the future.
