Cross-border Economic Cooperation Zone Planning under the Belt and Road Initiative:A Case Study of the China-Vietnam Cross-border Economic Cooperation Zone
The Belt and Road Initiative has brought significant opportunities for cross-border cooperation and development in border towns.Using Hekou,China and Lao Cai,Vietnam as a case study,this paper explores transitional pathways from tra-ditional border trade towns to cross-border economic cooperation zones.The paper proposes planning strategies such as"flexible planning,""cross-border cooperation,""resource complementarity,"and"institutional innovation,"exploring a new approach to spatial co-development,transportation network integration,tourism sharing,and in-stitutional alignment.The paper offers valuable insights for the development of cross-border economic cooperation zones between China and its neighboring countries.
