Evaluation Methods for Green Low-Carbon Development in Megacities:A Case Study of Shanghai
The green low-carbon transformation of megacities is a crucial pathway for China to achieve its carbon neutrality goals.As complex systems,megacities need city health examination to understand both their overall and specific green low-carbon development.This paper proposes a multi-level evaluation framework for green low-carbon development in megacities on the basis of city health examina-tions.The framework outlines a roadmap of"target interpretation-bottom line ac-counting-indicator system-problem diagnosis-strategy optimization".Using Shanghai as a case study,the paper applies this evaluation framework to customize the indicator system,identify key issues in the progress of green low-carbon develop-ment,and formulate optimization strategies for the next stage.The application pro-cess of the evaluation framework is demonstrated through the example,providing technical support for the green low-carbon development of other megacities and aid-ing in the early achievement of carbon neutrality goals.
