Study on the Legal Application Mechanism of Green Building in China under the Background of "Double Carbon" Goals
Influenced by the global energy saving and emission reduction to realize the"double carbon"goals,the development of China's construction industry ushered in a new moment of change.The promotion direction of green building development in the context of the"double carbon"goals,the promotion force of green building sustainable development,the strategic promotion of green building development pattern,and the progress of international cooperation in the green building industry have all entered a new historical development period.By analyzing the advanced experience of green building law application in overseas developed and developing countries,it is found that the government's macro legal policy guidance,innovation and upgrading of technical standards and norms,and diversified construction of green building policy promotion and application provide certain inspiration for the application of laws in the field of global green building.However,there is still a lack of effective law enforcement mechanism in China,and there are problems such as insufficient technical conditions for the application of laws,non-specific implementation of policies,and lack of regulatory implementation.In this regard,it is proposed to improve the mechanism for effective output of law enforcement efficiency,enhance the technical level of green building law application,build a government-led policy implementation mechanism with the participation of multi-party subjects,and improve the regulatory mechanism and other measures,so as to incorporate China's green building law application mechanism into the framework of the"double carbon"goals strategy and the system of ecological civilization construction,and to achieve high-quality development of green building.
