摘要
在我国以负责任的发展中大国姿态自主地提出碳达峰碳中和目标的政策框架下,按照习近平生态文明思想提出的"生命共同体"和"人民至上"的理念,我们应该将切实保障贫困人口的气候权益作为国内气候正义的底线,将切实保障贫困国家的气候权益作为国际气候正义的底线,坚持减排和减贫(发展)、气候正义和社会正义的统一.气候正义底线原则要求将确保贫困人口和贫困国家的气候权益作为气候正义的底线.气候权益是在气候问题上的一切需要、利益、权利、权力等方面规定和要求的总和.唯有坚持气候正义底线原则,确保贫困人口和贫困国家的气候权益,才能实现人类的发展目标和气候雄心.这是我们按照习近平生态文明思想在应对气候变化过程中应该作出的正义抉择.
Abstract
Under the policy framework of the carbon peak and carbon neutral goal which proposed independently by China as a responsible developing country,in accordance with the concept of"a community of life"and"people oriented"proposed by Xi Jinping's thought on ecological civilization,we should take the effective protection of the climate interests and rights of the poor as the bottom-line for domestic climate justice,take the effective protection of the climate interests and rights of the poor countries as the bottom-line for international climate justice,and to adhere to realize the unity of CO2 emission reduction and poverty reduction(development),and climate justice and social justice.The bottom-line principle of climate justice requires that ensuring the climate interests and rights of the poor and the poor countries as the bottom-line of climate justice.The climate interests and rights are the sum of all needs,interests,rights,and powers on climate issues.Only by adhering to the bottom-line principle of climate justice,ensuring the climate interests and rights of the poor and the poor countries,can we realize human development goals and climate ambition.This is a justice choice we should make in addressing climate change in accordance with Xi Jinping's thought on ecological civilization.
