Synergistic Effects of Policies for Promoting Green Transformation in Resource-based Regions:A Case Study of Shanxi Province
Under the"dual carbon"goals,resource-based regions are difficult to achieve green transformation by relying solely on market itself.It is a critical issue that how governments effectively promote green transformation through policy interventions.Taking Shanxi province as an example,the paper constructed a dynamic computable general equilibrium(CGE)model to simulate and analyze the synergistic effects of three types of policies(command,incentive and capacity-building policy)under the background of carbon neutrality.The results show that:First,compared to the implementation of individual policies,the synergy of policy combinations can promote the green transformation in resource-based regions with better economic performance,primarily by stimulating government consumption to achieve economic growth.In particular,the"incentive & capacity-building"policy mainly achieves economic growth advantages through the increase of corporate investment.Second,the implementation of capacity-building policy may increases the use of fossil energy,and the synergistic effect can effectively mitigate this negative impact and adjust the energy structure,increasing the share of renewable energy in primary energy by about 9.88%.Third,based on the industrial structure characteristics of resource-based regions,the government needs to pay more attention to the"command & capacity-building"policy to promote green transformation.Finally,relevant policy recommendations are given based on the findings of the study.
