Quantitative Analysis of Policy Texts for China's General Aviation Industry Since the 13th Five-Year Plan period
General aviation is an important branch of the aviation industry and the main industry of low altitude economy. Its development can promote the effective utilization of low altitude airspace resources and promote the overall development of low altitude economy. The paper selects 60 policy texts related to the development of the general aviation industry issued at the national level since the 13th Five-Year Plan as samples, and analyzes the relevant policy content based on the constructed two-dimensional analysis framework of "policy tools and industry chain". The results show that the types of policy tools used in the development of China's general aviation industry are relatively comprehensive, but there is a structural imbalance; the policy content covers manufacturing, transportation, and service guarantee industries, but the level of attention varies; and the matching and coordination between the three types of policy tools and their subcategories with the industrial chain are insufficient. To further promote the development of the general aviation industry, it is recommended to increase policy supply and enhance policy support for the general aviation manufacturing industry, optimize the configuration structure of policy tools and achieve diversified and balanced use of policy tools, and enhance the matching and coordination between policy tools and the industrial chain and ensure the efficiency of policy implementation.
