教育类项目评审专家资格等级模型和积分体系研究

加强教育评价专家队伍建设,是健全保障教育公平体制机制,保证教育评价项目评审质量的重要工作。文章参考德雷福斯模型构建评审专家五级资格等级模型,通过定性评价和量化考核相结合,开创性地构建奖罚并行的积分体系及其等级转换机制,形成了专家队伍保障机制、评审质量控制机制和绩效考核奖惩机制,完善和优化了传统的评审专家管理模式,为教育行政主管部门有效提高专家队伍管理的科学性、提升专家队伍的活跃度、培养专家的忠诚度提供了决策思路和管理手段。
Research on the Qualification Level Model and Integral System for Educational Project Evaluation Experts
Strengthening the construction of the expert team for educational evaluation is an important task in improving the system and mechanism for ensuring educational equity and ensuring the quality of educational evaluation project evaluation.This paper refers to the Dreyfus model to construct a five level qualification level model for evaluation experts.By combining qualitative evaluation and quantitative assessment,it innovatively constructs a reward and punishment parallel integral system and its level conversion mechanism,forming a guarantee mechanism for expert teams,a control mechanism for evaluation quality,and a reward and punishment mechanism for performance evaluation.It improves and optimizes the traditional management mode of evaluation experts,providing decision-making ideas and management methods for education administrative authorities to effectively improve the scientificity of expert team management,enhance the vitality of expert team,and cultivate experts'loyalty.
