三维自然资源统一确权登记工作探索——以天宁区区级水流资源确权登记为例

摘要
分析了区级自然资源统一确权登记工作现状,对其中若干典型问题展开探讨并提出了工作建议.同时,在完成常规工作流程基础上,进一步拓展二维自然资源调查监测数据库成果,创新性地提出了一种二、三维结合的自然资源确权登记成果框架,提出了三维自然资源及其相关信息的采集加工、整合集成和信息化管理方案,从而有效支撑自然资源的三维立体确权,服务于自然资源资产产权制度改革和生态文明建设.
Abstract
This article analyzes the current situation of the unified registration of natural resources at the district level,discusses some typical issues,and puts forward work suggestions.At the same time,on the basis of completing the regular workflow,we have further expanded the results of the two-dimensional natural resources survey and monitoring database,innovatively proposed a framework for the registration of natural resources rights that combines two and three dimensions,and proposed a collection,processing,integration,and information manage-ment scheme for three-dimensional natural resources and related information,thereby effectively supporting three-dimensional natural re-sources rights confirmation,serving the reform of the property rights system of natural resources assets and the construction of ecological civili-zation.
