摘要
测绘资质改革是自然资源部优化测绘市场营商环境,激发市场主体发展活力的重大举措.本文分析了测绘资质改革的新政策,基于工作实践梳理和细化了测绘资质审核要点;以武汉市为例,分析了资质改革下测绘单位资质等级变化,研究了测绘单位空间分布、行业特征和发展趋势,为管理部门提升审批服务效能、强化测绘行业监管提供依据.
Abstract
The reform of surveying and mapping qualification is a major measure taken by the Ministry of Natural Resources to optimize the market environment and stimulate the development vitality of market entities. This article analyzes the new policies for surveying and map-ping qualification reform,summarizes and refines its review points based on daily work experience. Taking Wuhan City as an example,it also analyzes the changes of surveying and mapping enterprises before and after the reform,and studies their spatial distribution,characteristics and trends,providing a basis for management departments to improve the efficiency of approval services and strengthen the supervision of the sur-veying and mapping industry.
