Transformation of Built-up Space Planning for Collaborative Governance:Research on the Orgarnic Regeneration of Haidian's 15-minute Community Life Unit and Innovation Service Unit Pilot Area Based on the Principal Planner System as an Example
China has entered a new era of high-quality development,and has put forward higher goals for the current urban and rural planning.Faced with the complex characteristics of urban built-up areas and the transformation demands of returning to humanism,built-up space planning,as a public policy to protect public interests and coordinate spatial interests,urgently needs to accelerate the transformation and innovation in the planning process and planning methods.Taking Beijing's Haidian District as an example,this paper puts forward the idea of building a dual-unit in Haidian to meet the important propositions of how to better optimize the allocation of existing resources,enhance the vitality of scientific and technological innovation and urban atmosphere,and achieve the high-quality development in the urban built-up areas.From the perspective of collaborative governance,this paper records the planning policy formulation,practice case tracking,multi-agent interviews,etc.,and combines the practice and research related to the construction of Haidian dual-unit in the past five years.It analyzes and rethinks on the positioning function of built-up space planning,the mechanism characteristics of the implementation,and the cooperation and interaction of multiple subjects,and proposes the transformational thinking for future built-up space planning.
