Under the guidance of the "double carbon" goal, the green and low-carbon transformation has become an important path for the sustainable development of China's megacities. Qingdao, as the first green city construction and development pilot in China, makes an exploration of green city construction guided by evaluation and forms an evaluation framework with the main content of "performance evaluation, job completion evaluation and policy gap evaluation". By building a "1+8" evaluation index system combined with the national and Qingdao's green development priorities, the evaluation gets a conclusion of Qingdao's green city construction level. It also summarizes the advanced experience and excellent cases of Qingdao in "green building, green construction, green ecology", summarizes the highlights of Qingdao's work, and provides solutions with Qingdao characteristics for the next stage of green low-carbon transformation development of China.
