With the introduction of Hainan's free trade port policy covering the whole island, the further promotion of the construction of Pan Pearl River Delta economic circle and the implementation of the strategy of rural revitaliza-tion, the construction plan of Sanya based on the whole domain tourism ushered in new opportunities and chal-lenges. Based on the analysis of the current situation of Sanya's tourism development, the problems that Sanya is faced with in the development of global tourism are sum-marized, such as single tourism products, uneven spatial distribution, and obvious differentiation in the light and peak seasons, taking the whole domain tourism construc-tion planning of Jiyang District and Tianya District of San-ya City as examples, exploring the formulation of Sanya rural tourism planning with the whole region tourism as the starting point from three aspects of introduce, stay and activation, in order to provide references for the rural planning under the background of whole domain tourism.
