摘要
党的二十大报告提出了"完善党的自我革命制度规范体系"的重要命题.完善党的自我革命制度规范体系内在蕴含了明确制度规范体系的价值要求、优化制度规范体系的内容结构、保障制度规范体系的高效运行三重意蕴.完善自我革命制度规范体系,一是要明确坚持和加强党的全面领导、坚守人民至上的价值理念、满足引领社会革命的实践需求、实现革命精神与法治精神有机融合等价值要求.二是要通过构建科学系统的纵向制度层级、完善周延精炼的横向制度布局、健全与时俱进的动态保障机制优化内容结构.三是要通过锻造高素质的自我革命干部队伍、提高自我革命的政治勇气和政治自觉、充分发挥人民群众的监督作用、丰富完善自我革命的技术图谱保障高效运行.
Abstract
The Report of the 20th National Congress of the Communist Party of China put forward the important proposition of"improving the normative system of the Party's self revolution system".Im-provement of the Party's self revolutionary institutional norms system inherently contains three implica-tions:clarifying the value requirements of the institutional norms system,optimizing the content struc-ture of the institutional norms system,and ensuring the efficient operation of the institutional norms sys-tem.To improve the normative system of self revolution,it is necessary to 1)clarify the value require-ments of adhering to and strengthening the comprehensive leadership of the Party,adhere to the value concept of putting the people first,meet the practical needs of leading social revolution,and achieve the organic integration of revolutionary spirit and rule-of-law spirit;2)optimize the content structure by con-structing a vertical institutional hierarchy of scientific systems,improving a comprehensive and refined horizontal institutional layout,and establishing a dynamic guarantee mechanism that keeps pace with the times;and 3)forge a high-quality team of self revolutionary leaders,enhance the political courage and consciousness of self revolution,fully leverage the supervisory role of the people,and enrich and im-prove the technical map of self revolution to ensure efficient operation.
