Analysis of Flood Disaster Characteristics and Emergency Management in Chuxiong City
Based on the precipitation data from 1991 to 2020,the characteristics of flood disasters in Chuxiong were analyzed by using Z index and wavelet analysis.It was found that flood disasters occurred from time to time in Chuxiong,showing periodic fluctuations.There have been 8 years of flood disasters in the past 30 years,with a main period of 12 years.Through investigating and studying the current situation of flood disaster emergency management in Chuxiong City,analyzing flood disaster emergency management in Chuxiong City from four stages-preparation,prevention,response and recovery-by using PPRR theory,and identifying the problems in the current emergency management system for flood disasters in Chuxiong City,this paper proposes optimization measures and provides scientific basis for improving the capabilities to pre-vent and mitigate flood disasters in Chuxiong City.
