A Study on the Characteristics and Evolution of the"Intellectualized Reconstruction and Digital Transformation"Policy from the Perspective of Policy Tools——Analysis Based on 37 Policy Texts in Jiangsu Province
Based on 37 relevant policy texts issued by Jiangsu Province to promote the"intellectualized reconstruction and digital transformation"action plan,the content analysis method is used to construct a two-dimensional analysis framework for the"intellectualized reconstruction and digital transformation"poli-cy texts in Jiangsu Province from two dimensions:the basic policy tool types and the goal orientation of the"intellectualized reconstruction and digital transformation".The research has found that policy aggregation has shifted from strategic guidance to practical guidance,that the policy clusters have achieved comprehen-sive coverage,and that the policy content has dual functions of macro guidance and micro services.Finally,considering that"intellectualized reconstruction and digital transformation"is a long-term systematic project,policy recommendations are proposed from two aspects:dynamically adjusting the structure of policy tools and innovating and improving the policy tool system,with a focus on the future.
