Cademic misconduct occurs frequently through the process of scientific research project ap-plication. Through sorting out 276 cases of academic misconduct reported by the National Natural Science Foundation of China,it is found that academic misconduct in scientific research project applications is prone to occur frequently and takes various forms. There is a risk of academic misconduct among the applicants,managers,and reviewers of scientific research projects. Academic misconduct in scientific research projects is intertwined at the macro,meso,and micro levels. To this end,it is necessary to deepen the reform of the diversified evaluation system for scientific research in universities,improve the construction of application databases,and improve the punishment mechanism. Universities should fully leverage academic committees and strengthen scientific research management. At the same time,they should strengthen scientific research integrity education should be strengthened,the media exposure should be fully leveraged,and the"third-party"institutions should be strictly investigated,to creating a clean and upright scientific research environ-ment.
