The Administrative License Law serves as a crucial legislative foundation for archival administrative license procedures,offering valuable guidance for enhancing the efficiency of archives administrative license processes.In China,legislation pertaining to administrative license procedures for archives is primarily outlined in the Regulations on the Administrative License Procedures for Archives.However,this legislation faces several challenges,including the pressing need for regulatory updates,outdated legislative approaches,inadequate review methods,and deficiencies in institutional frameworks.Therefore,it is imperative to recognize the pivotal role of the Administrative License Law in refining archives administrative license procedures,aligning with the unique characteristics of archives administrative licensing.To address these issues effectively,recommendations include updating and enhancing the provisions on the Archives Administrative License Procedure,embracing principles of administrative simplification and delegation of authority,safeguarding rights and promoting electronic archives,enhancing online review processes,ensuring transparent notification commitments,and streamlining the archives administrative license approval process.Additionally,establishing a comprehensive system for expenses,responsibilities,and supervision and inspection within archives administrative licensing is crucial to advancing the standardization of archives administrative license procedures to a more sophisticated level.
