Archive governance is an integral part of national governance,and institutional construction is the core essence of archive governance.Firstly,the study studied the connotation and function of the archival system from a theoretical perspective,pointing out that the archival system is based on the actual work of archives,with the comprehensive leadership of the Party as the foundation,forming various systems covering the entire field,process,and dimension of the development of the archival industry.These systems are interrelated,supportive,and interconnected,forming a comprehensive institutional system with characteristics such as systematicity,hierarchy,stability,and dynamism.At the same time,the institutional system also has its own unique attributes and functions.The archive institutional system is conducive to providing action basis and regulating governance behavior for archive governance subjects,and has governance functions,coordination functions,reward and punishment functions,response functions,and carrier functions.
