政府数据开放平台关联档案数据开放诠释

摘要
政府数据开放平台是政府数字化建设与开放工作的重要途径,其中包含的档案数据集参与推动档案数据跨区域共享,满足公众档案需求的全过程.通过对部分省级政府数据开放平台中档案数据开放情况的调研,总结出平台政策、定位、意识三方面的不足,面向公共价值档案数据开放从诠释、普遍规范以及全新表达与导向的角度阐释档案数据开放的意旨.在政策指导和公众期望共识下推进档案数据开放,将开拓深化档案开放工作与公共价值关联的理路.
Abstract
The government data open platform is an important way for the government's digital construction and opening work,in which the archival data participate in the whole process of promoting the cross regional sharing of archival data and meeting the public's archival needs.Through the investigation on the opening of archival data in some provincial-level government data opening platforms,this paper summarizes the shortcomings of the platform in terms of policy,positioning and awareness,and explains the meaning of archival data opening from the perspective of interpretation,universal norms and new expression and guidance.Promoting the opening of archival data under the guidance of policies and the consensus of public expectations will open up a way to deepen the relationship between archival opening and public value.
