This paper centers on the mark of Archives formation,the essence of Archives formation and the law of Archives formation,and carries out legal and academic analysis,and considers that it is reasonable to take filing as the mark of Archives formation,and that the essence of Archives formation is not the creation of new things but the documents entering the stage of Archives governance in the process of its own development,and analyzes the relevant viewpoints on the law of Archives formation.
