In the context of the Digital China strategy,the sharing and reuse of medical record data has become a bottleneck that hinders the empowerment of medical and health data services in the construction of a digital government. It is timely to conduct research on the governance of medical record data. Based on the analysis of existing research and relevant cases of domestic and foreign medical record data development and utilization,and summarizing the existing problems,a top-level design of a medical record data governance system was constructed,which includes governance goals,governance subjects,governance objects,governance processes,and governance elements as the framework. Exploration was also made to strengthen the construction of medical record data resources through multi-party collaboration. The implementation path includes institutional mechanism innovation,integrated platform construction,institutional management,and technological implementation. The medical record data governance system for the construction of a digital government must be led by the government,and a cross disciplinary and cross professional medical record data management center must be established. A medical institution medical record data management center digital government public service integration platform must be constructed to achieve the integration,sharing,and reuse of medical record data between different institutions and regions,providing medical record data support for improving the construction of the people's livelihood information service system,Empowering the construction of a digital government.
