In 2019,the General Office of the Communist Party of China Central Committee and the State Council issued the Working Measures for the Processing of Electronic Official Documents in Party and Government Organs,and in November 2024,the National Archives Administration issued the Administrative Measures for Electronic Records Management,which explicitly stated that only the seal graphic should be retained during the transfer of electronic records,and the digital signature information should not be retained,thus implementing the'De-technicization'of electronic seals.This move aims to reduce the dependence of electronic records on technology and ensure the independence of electronic records management systems,thereby facilitating the long-term preservation of electronic records.However,'de-technicization'also brings many challenges to electronic records management.The authenticity and integrity of electronic records face challenges after'de-technicization'.The proposed solution is that'de-technicization'should start from the archival unit's electronic file archiving process.It should be achieved by improving metadata and using lightweight blockchain technology in two stages:during electronic file archiving and electronic records sorting and storage.This approach aims to achieve de-technicization in form while retaining the essence of technicization in management elements and methods,ensuring the originality,authenticity,and integrity of electronic records,as well as the independence of electronic records management systems.
