With the popularization and application of technologies such as the Internet of Things,cloud computing,and artificial intelligence,Business activities in China can be directly generated more and more raw data of 2D and 3D.Under the requirements of new-quality productivity development in China,It is a prerequisite for the realization of data-driven,scientific decision-making and supervision,which establish and manage raw data for various business activities.To construct a data resource management system in China,this article proposes the theory of organizational data ecosystem.And,taking the infrastructure construction of Xiong'an New Area as an example,it explains the value of the theory in the data resource management.
